William Frederick Rock (1802 - 1890),was born in Barnstaple and educated at Christs Hospital London.
His first job was at a bank in Bideford.
He later moved to work at a bank in London eventually setting up his own printing business. He became a wealthy man, he financed the the purchase of land for a park, becoming perhaps, Barnstaple's greatest benefactor.
The park was opened on 12th August 1897.
